Tuition Waiver Information

Providing opportunities for growth to our employees and their families

The Tuition Waiver benefit is available to the following employee groups.  Eligibility varies by group.  Tuition waivers do not extend to outside of the PASSHE schools. 

AFSCME TUITION WAIVER

Tuition Waiver Benefit for "eligible" AFSCME employees

  • "Eligible" employee shall be defined as any permanent full-time employee with regular status (successful completion of 6-month probationary period), in an active pay status. Eligibility is determined at the start of each semester.
  • "Eligible" AFSCME employees are entitled to a total waiver of tuition for undergraduate credits (not to exceed 128) at the University where employed on a "space-available" basis. The total number of undergraduate credits that may be taken shall be limited to 6 credits per semester and must be taken during  non-working hours. Eligibility is determined at the start of each semester. 
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The student needs to have been admitted to West Chester University and must register for classes.   • Children of "Eligible" AFSCME employees are entitled to total waiver of tuition at the University where the employee is employed on a space-available basis until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
  • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after fifteen (15) or more years of service, exclusively within the PA State System of Higher Education, becomes permanently disabled or dies.
  • This waiver of tuition shall also continue to the limits stated above for "Eligible" employees who retire at or above superannuation age AND have fifteen (15) or more years of service exclusively within the PA State System of Higher Education.
  • Spouses of "Eligible" AFSCME employees are entitled to a total waiver of tuition at the University where the employee is employed on a space-available basis until the spouse obtains their first undergraduate degree.

 


APSCUF TUITION WAIVER

Tuition Waiver Benefit for "eligible" APSCUF employees

  • Total waiver of tuition fee for any PA State System University graduate or undergraduate credit-bearing course for full-time tenured or tenure-track, and temporary full-time faculty with an academic or calendar year appointment, from first day of employment in an active pay status. Eligibility is determined at the start of each semester.
  • "Eligible" APSCUF employees are entitled to a total waiver of tuition at any State System University.
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The student needs to have been admitted to an applicable PASSHE University and must register for classes.     • Children of "Eligible" APSCUF are entitled to a 50% waiver of tuition at any other State System University.
  • Spouses and Same-sex Domestic Partners of "Eligible" APSCUF employees are entitled to total waiver of tuition at the University where the faculty member is employed until the spouse obtains their first undergraduate degree.
  • Part-time faculty members who work two (2) back-to-back academic semesters with an FTE of fifty percent (50%) or greater are eligible for prorated tuition waiver for dependent children only and at home university. If the FTE drops below 50% in a future semester, eligibility will be lost. A waiver will be prorated based on the eligible employees FTE.

 


COACHES TUITION WAIVER

Tuition Waiver Benefit for "eligible" COACHES

  • "Eligible" employee shall be defined as any regular full-time or part-time coach in an active pay status. There is no waiting period. Eligibility is determined at the start of each semester. 
  • "Eligible" Coaches with regular full-time status are entitled to a total waiver of tuition at any State System University.
  • Regular Part Time Coaches waiver will with be prorated based on the FTE of the regular Part Time Coach.
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The student needs to have been admitted to West Chester University and must register for classes.   • Children of "Eligible" Coaches are entitled to a total waiver of tuition at the University where the coach is employed until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after ten (10) or more years of service, becomes permanently disabled or dies.
    • This waiver of tuition shall also continue to the limits stated above for "Eligible" employees who retire from the University AND are at or above superannuation age AND have served ten (10) or more years in the PASSHE.
    • Children of "Eligible" APSCUF Full Time Coaches are entitled to a 50% waiver of tuition at any other State System University
    • Children of “Eligible” APSCUF Part Time Coaches eligible for a prorated waiver with be prorated based on the FTE of the regular Part Time Coach at West Chester University.
  • Spouses and Same-sex Domestic Partners of "Eligible" Coaches are entitled to total waiver of tuition at the University where the coach is employed until the spouse obtains their first undergraduate degree.

 


NONREPRESENTED TUITION WAIVER

Tuition Waiver Benefit for "eligible" Management employees

  • "Eligible" employee shall be defined as any permanent full-time employee in an active pay status or temporary "benefits eligible" employee. There is no waiting period for employees, children or spouses.  Eligibility is determined at the start of each semester. 
  • "Eligible" Management employees are entitled to a total waiver of tuition for undergraduate courses at the University where employed on a space-available basis. 
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility. The student needs to have been admitted to an applicable PASSHE University and must register for classes.   • Children of "Eligible" managers are entitled to a total waiver of tuition at the University where the manager is employed until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after five years of service in the one of the State Systems approved retirement plans, becomes permanently disabled or dies.
    • This waiver of tuition shall also continue to the limits stated above for "Eligible" employees who retire from the State system and have at least 25 years of credited services in one of the State Systems approved retirement plans or retired from the state system and are at or above superannuation age AND with at least ten (10) years of credited service in one of the State Systems approved retirement plans.
    • Children of "Eligible" Management employees are entitled to a 50% waiver of tuition for State System Universities other than the University where the manager is employed.
  • Spouses of "Eligible" Management employees are entitled to a total waiver of tuition at the university where the manager is employed until the spouse obtains their first undergraduate degree. 
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after five years of service in the one of the State Systems approved retirement plans, becomes permanently disabled or dies.
    • This waiver of tuition shall also continue to the limits stated above for "Eligible" employees who retire from the State system and have at least 25 years of credited services in one of the State Systems approved retirement plans or retired from the state system and are at or above superannuation age AND with at least ten (10) years of credited service in one of the State Systems approved retirement plans.

 


OPEIU (NURSES) TUITION WAIVER

Tuition Waiver Benefit for "eligible" OPEIU employees

  • "Eligible" employee shall be defined as any permanent full-time employee in an active pay status or temporary "benefits eligible" employee. There is no waiting period for employees, children, or spouses.  Eligibility is determined at the start of each semester. 
  • "Eligible" OPEIU employees are entitled to a total waiver of tuition for undergraduate courses at the University where employed on a space-available basis. 
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility. The student needs to have been admitted to West Chester University and must register for classes.   • Children of "Eligible" OPEIU employees are entitled to a total waiver of tuition at the University where the OPEIU employee is employed until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after five years of service in the one of the State Systems approved retirement plans, becomes permanently disabled or dies.
  • Spouses of "Eligible" OPEIU employees are entitled to a total waiver of tuition at West Chester University until the spouse obtains their first undergraduate degree.  

 


SCUPA TUITION WAIVER

Tuition Waiver Benefit for "eligible" SCUPA employees

"Eligible" employee shall be defined as any permanent full-time employee in an active pay status.   Eligibility is determined at the start of each semester. 

  • "Eligible" SCUPA employees are entitled to total waiver of tuition for undergraduate credits (not to exceed 128) or graduate credits (not to exceed 60) or any combination of undergraduate or graduate credits (not to exceed 60) at any PASSHE University on a "space-available" basis.  The total number of undergraduate and/or graduate credits that may be taken shall be limited to 6 credits per semester and must be taken during non-working hours (Alternate work schedules are a possibility with Supervisory, Human Resources and Union approval).
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The student needs to have been admitted to an applicable PASSHE University and must register for classes.   • Children of "Eligible" SCUPA employees are entitled to a total waiver of tuition at the University where the SCUPA member is employed until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after fifteen (15) or more years of service, exclusively within PASSHE becomes permanently disabled or dies.
    • This waiver of tuition shall also continue to the limits stated above for "Eligible" employees who retire on or after January 1, 2003, from the University at or above superannuation age AND have served ten (15) or more years in PASSHE.
    • Children of "Eligible" SCUPA are entitled to a 50% waiver of tuition at any other State System University.
  • Spouses/Same-Sex Domestic Partners of "Eligible" SCUPA employees are entitled to total waiver of tuition at the University where the SCUPA member is employed until the spouse/same-sex domestic partner obtains their first undergraduate degree.
    • Spouses/Same-Sex Domestic Partners of "Eligible" SCUPA are entitled to a 50% waiver of tuition at any other State System University.

 


SPFPA/POA TUITION WAIVER

Tuition Waiver Benefit for "eligible" SPFPA/POA employees

"Eligible" employee shall be defined as any permanent full-time employee with regular status who has (successfully completed a 12-month probation period) and is in an active pay status.    Eligibility is determined at the start of each semester.  

  • "Eligible" SPFPA employees are entitled to total waiver of tuition for undergraduate credits (not to exceed 128) at the University where employed on a "space-available" basis. The total number of undergraduate credits that may be taken shall be limited to 6 credits per semester and must be taken during non-working hours.
  • The tuition waiver form does not constitute registering for classes.  Its sole purpose is for Human Resources to verify benefit eligibility.  The student needs to have been admitted to an applicable PASSHE University and must register for classes.   • Children of "Eligible" SPFPA employees are entitled to total waiver of tuition at the University where the employee is employed on a space-available basis until the children reach the age of 25 or obtain their first undergraduate degree, whichever comes first. Employees must provide proof of age for the child if applying for a waiver for this child for the first time.
    • This waiver of tuition shall continue to the limits stated above in the event the "Eligible" employee, after fifteen (15) or more years of service, exclusively within the PA State System of Higher Education, becomes permanently disabled or dies.
