NEW UPDATE - Act 55 of 2022

Act 55 of 2022 signed into law by Governor Wolf on July 8, 2022, requires the Secretary of Education to waive the requirement to satisfactorily complete the assessment of basic skills required under section 1207.3 and 22 Pa. Code § 49.18(c) (relating to assessment) for 3 years from July 8, 2022 through July 8, 2025. This applies to all students who enter preparation programs during this period as well as otherwise qualified candidates for licensure who make application during this period.

REMEMBER! When registering for:

  • Pearson tests select "West Chester University of Pennsylvania" from the reporting institutions drop-down menu.
  • ETS tests require your social security number, select "Pennsylvania" for state reporting institution, and select #2659 (WCU) as a score recipient.

IMPORTANT PA TEST INFORMATION

General Information

  • Because test requirements and passing scores are subject to change and vary for the different certification areas, students are encouraged to contact education programs on a regular basis throughout the completion of their degree program.
  • Praxis II computer-based tests (CBT) may have registration date restrictions.
  • Praxis exams can be repeated after 28 days. PECT/PAPA exams can be repeated after 30 days.
  • There is no limit to the number of times tests can be repeated.
  • There is no date by which test scores become invalid. Test scores are valid for life.
  • When you receive your official score report, download and save a copy of this document. Always keep your offiical score report(s) in your personal files for future certification and job application purposes.
      • Praxis
          • Score reports for Praxis tests completed before July 21, 2017 are available for one year on a student's My Praxis account.An archived score report can be requested for a cost. After 10 years, your score report will no longer be available.
          • Online scores reported on or after July 21, 2017 are downloadable for 10 years from the score reporting date. After 10 years, your score report will no longer be available. We recommend saving a copy of your score report for future reference.
      • SAT
        • SAT scores are archived one year after high school completion and one year after the last testing date. An archived score report can be requested for a cost.
  • Testing accommodations are available for students whose first language is not English. Refer to PLNE (ETS) & Pearson Testing Accommodations for information about how to register to receive extra testing time. Note: Accommodations must be applied for well in advance before the testing date.

How do students receiving financial aid apply for a test fee waiver?

  • Students may apply for a PECT Financial Assistance Voucher prior to registering for the exam if they meet the following requirements:
    • Currently receiving financial aid
    • Enrolled in an undergraduate or graduate degree program
  • Students may apply for an ETS/PRAXIS Fee Waiver if they meet the following requirements:
    • Currently receiving financial aid
    • Enrolled in an undergraduate or graduate program (Note: You are ineligible if you have a master's or a doctoral degree)
    • Meet eligibility income guidelines
    • Required to take a Praxis test by an authorized score recipient
    • Note: A limited number of waivers are available per test date and per institution. Candidates can receive one waiver per testing year (August-September)

How do students receive a free retest?

To be eligible for a free retest, students must:
  • Have a GPA of 3.0 or higher
  • Have tested no more than twice
  • Certain score criteria must be met. Please contact Samantha Weiss, PTC Coordinator, to have your scores evaluated.

Can GPA help achieve a qualifying test score? ("Sliding Scale")

Yes! The “Sliding Scale” allows candidates with high GPAs in educator preparation programs to qualify with lower test scores. Determine whether your scores qualify with your GPA by following this link, and downloading the Excel Sheet under #3, "Certification Test and Score Requirements". For scores that qualify through the Sliding Scale, the score report will state “Not Passed” as it does not meet the straight passing score. Employers, such as school districts, understand that in PA this method allows for an acceptable, qualifying score.

What is the process for adding on a content area or extending the grade bands of my certification?

ATTENTION: Due to changes from recent legislation, Act 82 of 2018, the PA Department of Education is evaluating the testing needs and application process of expanding into the Special Education PK-8 or Special Education 7-12 grade bands. More information can be found on PDE's Act 82 Expansion Email site. Please view this PowerPoint for examples of extending Special Ed grade bands.

  • Instructional I content areas can be added on to an Instructional certification by passing the required subject test(s). Certification areas offered as add-ons and the corresponding test(s) can be found on the PA Department of Education's website.
  • The GPA Sliding Scale cannot be used. Candidates must earn a passing score on required tests.
  • Certification areas can be added AFTER an initial certification:
    • Candidates who already hold an Instructional certification must submit a TIMS application and pay the administrative fee of $200 to receive certification for the add-on.

    Must PASS the required Praxis II test (#5511) and both ACTFL* tests for PA certification.

    *The PA Dept. of Ed will accept the Praxis II World Language: French test (#5174) in lieu of ACTFL for certification. Regardless of that, our candidates must take the ACTFL tests prior to student teaching; Fundamental Subjects: Content Knowledge (#5511) is required under either circumstance.

However,  if dual enrolled with PK-4 or Grades 4-8 and the Special Ed PK-12 certification area, the fundamental subject areas are addressed and embedded in the PK-4 and Grades 4-8 test modules. Do NOT take Fundamental Subjects (#5511) if dual enrolled or a post-bac candidate already holding an initial certificate.
