Representative Duane D. Milne, Ph.D. has achieved a comprehensive record of experience that informs his approach to public service and the formulation of public policy.

Dr. Milne's professional accomplishments include a career as an award-winning political science professor at West Chester University and as the director of a master's degree program. During his time at West Chester, Milne progressively advanced from instructor to assistant professor to associate professor. He earned tenure while at the University. He is an author of articles on federalism and public sector management and has been a speaker at numerous professional conferences. Duane has served as an expert commentator for the media and written many opinion pieces for publication.

As an organizational consultant, Milne gained much knowledge and perspective through business projects in countries such as China, Japan, South Korea and the Philippines. Duane's international background also includes significant experience coordinating the visits of international delegations to the United States.


Duane attended the Great Valley school district from kindergarten through 12th grade, where he was a varsity athlete and earned induction into the National Honor Society. An honors graduate of the College of William & Mary, he earned his bachelor's degree in political science while also serving as class president. Duane holds a Ph.D. in political science from the University of Delaware, earning a "Distinction" in Public Administration.

Community and Other Service

Duane is a lifelong resident of our area, where he resides with his wife, Jean, and their young son, Alexander. A sports and exercise enthusiast, Duane has coached youth league sports as well as completed four marathons.

As a husband, father, and public servant, Duane well understands the issues of importance to our area and what is necessary to sustain the high quality of life we are so fortunate to benefit from and enjoy in our community.


Long dedicated to community service, Duane has volunteered for over 25 years with campaigns and elections at the local, state, and national levels. Further, he was appointed to serve on the Chester County Voting Reform Commission as well as the Meet Your Chester County Judges Task Force. Duane was an elected county committeeman for 18 years and an elected state committeeman for 10 years. He serves as captain in the US Army Reserve, as well as volunteers with Cub Scouts, his church and with PTO activities.
