Director, PennDOT Supportive Services Center
Position Summary: Cheyney University of Pennsylvania invites applicants for the Director, PennDOT Supportive Service Center. This is a technical position responsible for management and development of the Disadvantaged Business Enterprise Supportive Services Center (DBE SSC). The DBE SSC is a subcontract agreement with the Pennsylvania Department of Transportation (PennDOT) and is funded by the Federal Highway Administration (FWHA). The program is thereby governed by the legislation that enacts the program and compliance with related Federal and State policies and procedures. The center has a mission to assist serviceable small business owners, i.e., firms certified under the Pennsylvania Unified Certification Program and registered as PennDOT Business Partners, and the director leads both advocacy and implementation of a Statement of Work and a purchase order of deliverable tasks. The Director will develop, coordinate and implement a menu of services and training designed to build in the constituent firms, the business acumen necessary to compete with other businesses for contracts and subcontracts in federally or state funded transportation projects. The PennDOT DBE SSC Director is responsible for management and supervision all services that fulfill the requirements of contract agreements between Cheyney University and the Pennsylvania Department of Transportation. This position requires extensive travel across the state, both day and overnight trips.
Develop a statewide program of technical assistance and support designed to provide information and education regarding the compliance requirements of Pennsylvania Department of Transportation.
Conduct statewide small business training program for constituents of the DBE SSC to enable these firms to successfully compete for contracts with Pennsylvania Department of Transportation (PennDOT).
Implement an outreach program designed to increase the number of certified DBE firms who are ready-to-work and registered as PennDOT Business Partners.
Develop and distribute assessment tools to evaluate and analyze the needs of DBE firms and develop programs and services to meet those needs.
Develop and maintain communications and marketing program a knowledge library, website and database for the Program.
Effectively and efficiently manage the budget for this contract and adhere to the compliance requirements of the University, PennDOT and Federal Highway Administration.
Evaluate program services and recommend changes to services and approach.
Work effectively with program stakeholders and partner organizations, including representatives from Federal Highway Administration, the Bureau of Equal Opportunity of Penn DOT and the University.
Complete the tasks indicated in the University Purchase Order subcontract with PennDOT.
Write quarterly evaluations, annual accomplishment and other reports as required.
Serve as spokesperson for the program.
Perform other duties as assigned.
Requirements: A Bachelors degree in any discipline.
Five to seven years of managerial experience with progressive responsibilities to include supervising staff, managing government programs and managing budgets.
Three years of experience in developing and/or delivery of training programs.
Experience in the following is desirable: Program evaluation with a background in statistical analyses; Proposal writing or success in securing and management of state and federal grants and contracts.
Must be proficient in Microsoft applications.
Excellent interpersonal, written and oral communication skills are required.
Must have a valid drivers license.
