Position Summary: Cheyney University of Pennsylvania invites applicants for the Director of the Diverse Business Supportive Services Center (DB SSC) responsible for managing the PennDOT Statement of Work for this Center. The DB SSC director will coordinate and manage projects, services and curriculum that support non-certified Diverse Business firms to become certified, and for certified Diverse Businesses to develop the tools and business acumen to be competitive in their pursuit of contracting opportunities with the Pennsylvania Department of Transportation and participation on federally assisted transportation projects. This is a full-time, salaried position. This individual will be required to meet deadlines, provide detailed written reports on the accomplishment of tasks assigned. The individual will travel extensively across the Commonwealth of Pennsylvania, as needed to fulfill these duties.


• Coordinate and execute the DB SSC initiatives as assigned by the Director of the DBE Supportive Services Center.
• Serve as chief spokesperson and outreach coordinator for the DB SSC.
• Management of the DB SSC budget.
• Review analysis of Diverse Business needs and coordinate the delivery of services and a training program to meet those needs.
• Develop marketing strategies in support of developing a cadre of diverse business firms and in support of optimal utilization of the DB SSC.
• Maintenance and support of a knowledge center.
• Development of DB SSC communication materials to include a newsletter, informational flyers and a brochure.
• Collect and compile information for quarterly reports and an annual accomplishments report in compliance with SOW requirements.
• Develop and convene regular meetings and work collaboratively with representatives of the DB community, Primes, Transit and Airport authorities, Bureau of Equal Opportunity, Federal Highway Administration and the University.
• Provide services, training and technical assistance, as needed, to assist DB firms in obtaining PennDOT subcontracts.
• Provide service and activity documentation as required by the DBE SSC Director and PennDOT. Maintain service and activity in a database and other record systems as required. Track the progress of DB firms towards business competency and growth.
• Participate in special events as designated appropriate in support of DBs successfully competing for contracts with PennDOT and federally assisted projects. Participate in outreach and implementation of outreach activities including training and networking events, as well as hosting exhibit tables when needed.
• Handles sensitive issues and information with confidentiality and discretion. Requires extensive travel across the state both day and overnight trips.
• Other duties as assigned by the Director of the DBE Supportive Services Center.

Requirements: A Bachelor’s degree in Business Administration, Economic Development, or a related field, or four years of experience in training and/or consulting in business or technology programs is required. Training, instructional design and development skills; strategic and analytical thinking.

Must be proficient in Microsoft applications. Excellent interpersonal, written and oral communication skills are required.
