A broadside announcing a meeting of the stockholders of the Normal School to elect four members to serve, along with four members of the Board of Trustees of the West Chester Academy, on a Normal School Committee. This committee would be known as the Board of Managers.
It was the duty of this Board to help formulate the legislative act that would "authorize the Trustees and Contributors to the West Chester Academy to become a State Normal School." This act was passed by the Pennsylvania State General Assembly on March 10, 1870.
The Board was also responsible for selecting a site for the new school, securing an architect, and conducting the bidding process for the construction of the new school.
