Library Conduct and Acceptable Use Policy

The West Chester University Libraries are not places of unrestricted public access. They are intended for the use of students, faculty, staff, and others engaged in the serious use of library services and resources. Loitering or interfering with this intended use is prohibited, and violators will be required to leave. Patrons of the West Chester University Libraries have the right to expect:

  • a quiet, productive, secure library environment conducive to research and scholarship and free of disruptive activity
  • reasonable access to library materials according to library policy.

Ensuring such an environment requires that each patron of the library follow the Library Conduct and Acceptable Use Policy. The provisions articulated in this Policy are intended to clarify and delineate acceptable behavior. Clear standards encourage constructive solutions to problem behavior and assure library users and library employees unimpeded access to information free from harassment, abuse or other undue stress. When library users are not complying with library regulations, library staff, or University Public Safety Officers may request those patrons to show appropriate documents for purposes of identification.

General Guidelines

Children under the age of 16 years must be supervised at all times by a parent or other responsible adult.

All patrons are expected to be considerate of the information needs of others in a shared resource environment.

All patrons are expected to comply with these guidelines for conduct and acceptable use when requested by library staff. Failure to do so may subject a library user to the following sanctions:

  • Being told to leave library premises
  • Being reported to the West Chester University Department of Public Safety.
  • Being subject to legal prosecution

Unacceptable Personal Behavior:

  • Creating a disturbance or environment in which others feel threatened or which prevents or impairs the ability of other library patrons from utilizing the library for its intended purpose.
  • Engaging in any illegal activity.
  • Using sound or viewing images in a way that disturbs other library patrons or staff. Disturbing images include, but are not restricted to, the display of sexually explicit materials on computers that are unrelated to any scholarly research purpose. The display of legally obscene material is absolutely prohibited. Library staff is authorized to determine whether a patron is disturbing others.
  • Making excessive noise.
  • Making or receiving cell phone calls in library areas that could disrupt the work of others.
  • Soliciting or loitering in or around the library building.
  • Exhibiting intoxication or drunken behavior. Consuming or possessing alcoholic beverages or illegal drugs in the library, regardless of the age of the person involved, is prohibited by University policy and Commonwealth law.
  • Sleeping beyond the occasional study-induced nap.
  • Consuming of food or beverages beyond approved guidelines, especially near computers.
  • Smoking.
  • Engaging in sexual acts: e.g. flashing, unwanted physical contact, petting or sexually-oriented gestures, sounds, or comments.
  • Having personal hygiene that is offensive so as to constitute a nuisance to others.
  • Using library restrooms inappropriately: for example, for laundering or bathing.
  • Carrying weapons of any kind unless authorized by the West Chester University Department of Public Safety.
  • Bringing animals other than working guide or assistance dogs into the building.

Unacceptable Behavior Relating to Library Collections, Equipment & Practice:

  • Failing to return library materials when due or recalled.
  • Concealing materials in the library for the exclusive use of an individual or group.
  • Mutilating, damaging, or defacing of any library materials or property.
  • Maliciously accessing, altering, deleting, damaging, or destroying any computer system, network, computer program or data.
  • Stealing library materials or property or personal property.
  • Removing or attempting to remove library materials, equipment, or property without authorization.
  • Refusing to allow the search of bags and all articles that could be used to conceal library property by security or other authorized personnel.
  • Failing to adhere to copyright laws when using photocopiers.
  • Being in an unauthorized area of the library, remaining in the library after closing or during emergency drills or evacuations.
  • Opening emergency exits except in emergency situations.
  • Vandalizing or defacing the library building, furniture, or equipment or engaging in behavior that could do so.
  • Refusing to leave when asked by security or library staff after not abiding by the WCU Library Conduct Policy.

This policy is derived from current University policy, standard library guidelines, Pennsylvania law, and basic standards of decency and common sense that apply to the use of shared resources.

Public Notice: The following notice will be posted in West Chester University Libraries:

This West Chester University Library is not a place of unrestricted public access. The library is intended for the use of students, faculty, staff, and others engaged in the serious use of library services and resources. Loitering or interfering with this intended use is prohibited, and violators will be required to leave.
