Export Control and Embargo

 

Export controls are among the top challenges facing Research Administrators and Principal Investigators today. Given regulations posed by the Federal Government (largely the Department of Commerce’s Bureau of Industry and Security (BIS), but also the Department of Treasury and The Department of State), institutions of higher education must have policies and procedures in place that address how we collaborate with foreign countries and nationals. This link is designed to provide guidance on how those policies and procedures are developed and implemented, stressing the responsibility of each member on our campus to remain in compliance with the related laws.

 

Some Main Threads of Export Control, as identified by the BIS:

  • What item(s) ( information, technology, services, etc) are being exported, exchanged, transferred, transmitted, transported, etc by the traveler and/or researcher?
  • Where are and to whom are these items being exported?
  • Who will receive the item? (This might include a foreign national residing in the United States.)
  • What is the intention for the export?
  • How will the item be used once exported?

All staff and faculty who are planning an international trip, must review the Export Control Policy at WCU and prepare a Technology Control Plan and complete the necessary approvals.  Please see below:
