Dear Dr. Trotman:

With the endorsement of the presidents of the State System universities and, on behalf of Chancellor James H. McCormick, I am pleased to approve the Frederick Douglass Institute of the State System of Higher Education as a System-wide collaborative. While West Chester University of Pennsylvania will serve as the lead campus, membership in the Institute is available to (and I believe has been accepted by) all 14 System universities.

As a State system collaborative, the Frederick Douglass Institute will encourage faculty and staff professional development around issues of equality and diversity by providing information and programs, and through scholarships and research, forums, exhibits, conferences, and visiting scholars. The Institute will play a role in serving the traditionally underserved members of our universities and civic communities, and provide opportunities for faculty to work with these groups and to serve as sources of encouragement.

Again, congratulations to you and your colleagues on the fine work that went into the development of the Frederick Douglass Institute. I know the West Chester University has supported this initiative for a number of years and brought to the campus and the community many outstanding programs, nationally known scholars and artists and graduate students who wished to study in the atmosphere created by the Frederick Douglass Institute at West Chester University. I feel certain that the inclusion of other System university faculty and staff in this collaborative effort will contribute significantly to the State System's achievement of its goals of increased focus on learning, collaboration and accountability.
