About the Plan
Beginning in 2010, West Chester University implemented a process to update its Comprehensive Campus Plan (CCP). In order to create a viable and enduring plan, a highly collaborative and iterative process was used engaging University faculty, staff, administrators, and students employing the following three-phase process:
Phase I (2010-11)
Initial general forums, field audit of space inventory, and collection of data from all campus divisions and Cabinet to:
- Identify and review "large scale" issues that will impact the planning process, including academic program offerings, housing, parking, recreation, and other relevant issues;
- Review how the previous comprehensive plan (2000) evolved, including concepts that have been implemented, changes, and deviations;
- Using comparative analysis and other measures, identify current global needs and trends and how the University aligns with these trends; and
- Develop consensus on the guiding principles that will form the basis for the planning process.
Phase II (2011-12)
Following the data gathering phase, dialog was held with the campus community regarding how each unit (college, department) foresaw providing their services in support of the desired student outcomes. Conversations focused on college-level objectives, changes in pedagogy, anticipated staffing levels, and aspirational programs. Additional actions performed during this phase included:
- Faculty-office, classroom, and teaching-laboratory utilization analysis;
- Peer and aspirant institution benchmarking; and
- Comparison of existing physical space utilization to projected need, including identification of existing deficiencies or space-use inefficiencies.
Phase III (2012-13)
Based on information collected in the first two phases, Facilities staff, in collaboration with University leadership and consultants, developed the new plan. Activities conducted to finalize the plan included:
- Strategic space planning
- Recommendations for use of space to accommodate programmatic needs
- Development of macro- and micro- level campus plans identifying suggested areas of development, recommended realignment of adjacencies, vehicular and pedestrian circulation, and additional site-level improvements that support the aspirant program
- Development of capital project priorities.
